Pre-Designed ADU Plans
The City of Shasta Lake offers Pre-Designed ADU Plans free of charge. Six design options are available as follows:
- 400 Square Feet (SF) One-Bedroom, no garage option
- 400 Square Feet (SF) One-Bedroom, garage option
- 499 Square Feet (SF) One-Bedroom, no garage option
- 499 Square Feet (SF) One-Bedroom, garage option
- 640 Square Feet (SF) One-Bedroom, no garage option
- 710 Square Feet (SF) One-Bedroom, no garage option
The Pre-Designed ADU Plans undergo the standard review process, but since they have already been pre-checked, they allow for a faster review with lower fees.
Compared to the regular ADU process, the Pre-Designed ADU Plans provide an expedited review and reduced plan check fees. Overall, using the Pre-Designed ADU Plans should make the process more affordable for applicants. Please note, however, that the City cannot provide a construction cost estimate for the ADU.
Changes to the Pre-Designed ADU Plans will not be accepted.

Application Process
Step 1: Figure out whether an ADU fits on the property
Please submit a plot plan for your ADU.
Step 2: Obtain the plans
Each plan set is available above. After you select a design option size, you must submit: (1) a wet-signed Hold Harmless and Indemnification Agreement and (2) a site plan in-person at in the Development Services office at City Hall. From there, official plan sets will be distributed via email, then applicants must get a building permit (go to step 3 below).
Step 3: Apply for a building permit
Prior to submission for a building permit, applicants must select the desired plan set. Submit one, full-size printed copy of your custom plan set following the project checklist. City staff will review the plans for completeness, verifying the elements of plan sheets. Once the site plan is approved, the Development Services Department will work with you to obtain a building permit.
- What is an Accessory Dwelling Unit (ADU)?

An ADU is a secondary housing unit on a single-family or multi-family residential lot. Commonly known as “granny flats,” “in-law units,” or “backyard cottages,” ADUs can be either attached to the main home or detached. They usually include a kitchen, bathroom, and sleeping area, making them fully livable.
- Where can I find the Pre-Designed ADU Plans?

The Predesigned ADU Plans can be accessed within each plan set's webpage. These plans are not for construction and not complete with all the materials you will need for a building permit. When you are ready for an official plan set.
- Can I make changes to the Pre-Designed Plans?

No. You can not make modifications to the pre-designed ADU plans or field revisions during construction. If alterations are noticed, the building division may order a stop work and charge for a reinspection fee. Once the structure is complete and you received a building final approval, you are free to modify with a separate building permit.

Yes, ADUs are generally permitted in the City of Shasta Lake. Please contact the Planning Department early in the process.
- What are the utility requirements?

In certain situations you may need to upgrade the utilities on site to accommodate the installation of your new ADU. An increase in the sewer lateral size, an increase in the size of the main electrical panel, and the installation of PV Solar may all be requirements which can add to the expense of building an ADU. Be sure to contact the Development Services Department as early in the process as possible to assist you.
- What are the benefits of building an ADU?

ADUs offer several benefits:
- They provide additional housing options for family members or as rental units.
- ADUs can increase property value.
- They contribute to California’s housing supply, addressing the housing shortage.
- What types of ADUs are allowed?

California generally permits three types of ADUs:
- Detached ADUs: Stand-alone units separate from the main dwelling.
- Attached ADUs: Units that are attached to the main home.
- Conversion ADUs: Converting existing spaces, like garages, basements, or attics, into livable units.
- What is the maximum size allowed for an ADU?

Under California state law, the maximum size for a detached ADU is typically:
- 850 square feet for a one-bedroom unit.
- 1,000 square feet for a two-bedroom unit. For attached ADUs, the size can’t exceed 50% of the main residence’s size, up to a maximum of 1,200 square feet.

Yes, ADUs can be rented out as long-term rentals. Permitted ADUs are not allowed to be used as short-term rentals.
