Project Background:

In November 2022, following years of community effort and input, the city adopted a comprehensive update to its General Plan. The General Plan provides policy direction for community growth that is expected through 2040. State law requires cities to update their zoning ordinances and zoning maps following the adoption of a new general plan. This has created the opportunity for Shasta Lake to complete a long overdue update of its zoning ordinances and zoning map. This webpage provides the most up-to-date information on the update process.

An update of the zoning ordinance is seriously needed.

The current zoning ordinance was written for unincorporated Shasta County and has remained unchanged since Shasta Lake was incorporated in 1993, despite significant growth and change in the community. Reasons why the Shasta Lake zoning ordinance is being updated include:

  • Community Growth and Development: Just like people, as communities grow, their needs will change. The Shasta Lake zoning update will address issues related to housing, commercial development, transportation, infrastructure, public safety, quality of life and economic development.
  • Housing Affordability: Many updates to zoning ordinances in California are focusing on promoting more affordable housing options for residents, including providing incentives for affordable housing development. Shasta Lake must also address these changes in state housing laws.
  • Environmental Impacts and Natural Resources: Shasta Lake’s zoning plan will address issues such as development in high fire hazard zones and floodplains, preservation of open space and creeks, and development on steep slopes.
  • Technological Advances: Like communities, zoning ordinances must be adapted to new technologies, such as telecommuting, electric vehicle charging stations, and similar technological changes.
  • Legal Changes: State laws, court decisions, and federal regulations have evolved, and zoning ordinances must align with these changes to remain legally valid and enforceable.
  • Public Input: Importantly, zoning ordinance updates allow residents, businesses, and stakeholders to provide input on needed changes to a city’s zoning plan. While zoning ordinances don’t need constant updates, periodic reviews ensure they remain relevant, equitable, and supportive of community goals.

“Interim Zoning” – the first step in the process has been completed.

As a first step to implementing the 2040 General Plan, the city adopted an Interim Zoning Ordinance (IZO) in August 2023. The interim ordinance provides predictability for property owners and developers during a “transition” period between the adoption of the General Plan, and the completion of the comprehensive update. The CZO must be completed no later than May 2025, or the city council will have to take special action to extend the effort.
